Windows 10 Console displays blue Recovery screen at startup

Issue

A Windows-10 based console such as an Apex 10 or Gio@5 displays a blue screen with the text 

Recovery

It looks like Windows didn't load correctly

Explanation of Issue

This blue screen is a standard Windows message when a device using Windows 10 has had three unclean restarts.  For instance, if a facility experienced power brown-outs (several short, temporary loses of power), the console may display this screen.

This is different than a Blue Screen of Death (BSoD) which displays a Stop Code and more text specifying the reason for the BSOD.

Solution

1. Click "Restart my PC" to boot normally
2. Verify that the power to the console/computer is operating within normal limits
