It depends on the vintage of gateway you are using.

No it cannot, as the Response 0-10v Gateway draws more power than PoE (Power over Ethernet) is able to provide. The Gateway requires a power input rated between 18-24vdc with a maximum draw of 2A.

Yes, unless you need to use it in Emergency Applications.
