By the position of the switch on the control card of the LED10 module.
What is the difference?
Both Rack and Local mode do control the same parameters. However:
Rack mode: Settings are determined by dimming engine configuration for the rack.
Local mode: Settings are determined by the module itself based on the orientation of the control dials.
