ELED1 Echoflex 0-10 LED Controller Not Turning On in 277v Installation

Symptoms/Issue

Echoflex 0-10 LED Controller (ELED1) is installed on a 277v circuit and shows no signs of life immediately or soon after installation (up to a couple months).

No LEDs illuminated on the ELED1 and known good incoming 277v power.
