Echo Room Controller Gen 2 Power On Behavior

Description

During power up, Echo Room Controllers (Gen 2) with Contact Input behave in the following ways:

 - When the Contact Input is in Momentary mode, no action is performed based on the state of the contact at power-on.

 - When the Contact Input is in Maintained mode, no action is performed based on the state of the contact at power-on.

These behaviors apply whether the panel is in Basic or Custom mode.

There is an additional option in Custom mode, Occupancy.

 - When the Contact Input is in Occupancy mode, Room Controllers wait 60 seconds to synchronize with any other connected Echo devices.

 - After 60 seconds, if Occupancy is detected (either by the connected Contact Input or from other Echo devices) and the Echo Space is in the Off state, the Occupancy action is immediately performed.  If the Echo Space is not in the Off state, no action is taken by the panel.

 - If Occupancy is not detected (either by the connected Contact Input or from other Echo devices), the panel starts a 5-minute countdown.  If no Occupancy is detected during that countdown, the panel performs the Vacancy action, as well as sharing that status to other connected Echo devices, which will perform their Vacancy action(s).
