Unison CE CMEd won't bind to stations repair

This repair is under the assumption that the problem is hardware related and (LON) voltages are good.

Fix/Solution

1. The culprit is almost always the ULP transceiver U8 on the arch card (ETC part # Z623-F).
2. In rare cases, U7 (Z9032) and L4 (L9022-F) on the arch card are bad, as well.
