Eos logs and diagnostics SDT SocketPool CreateStandard error: Couldn't create socket for iface 0

Symptoms/Issue

Eos logs and Diagnostics tab 99 shows an error in red text like

Network              2023 10 09 08:23:27:848    SDT SocketPool CreateStandard error: Couldn't create socket for iface 3
Network              2023 10 09 08:23:27:848    SDT SocketPool CreateStandard error: Couldn't create socket for iface 4
Network              2023 10 09 08:23:27:848    SDT SocketPool CreateStandard error: Couldn't create socket for iface 5

Description/Explanation of Issue

The Eos software shows these messages during startup and occasionally while changes are made to network settings.  They are typically generated when nothing is plugged into a given Network Interface (NIC / "iface") or its network is not active.
