Eos v3.x installation from USB thumbdrive blocked with error message "Windows cannot access the specified device, path, or file."

Symptoms/Issue

I am attempting to install Eos v3.x onto my PC from a USB thumb drive or an installer copied from a USB thumb drive. 

Windows gives an error that reads

"Windows cannot access the specified device, path, or file.  You may not have the appropriate permissions to access the item."

In Windows Security > Virus & threat protection > Protection history, there is a "Risky action blocked" message with details similar to this:

"App or process blocked: explorer.exe
Blocked by: Attack surface reduction
Rule: Block untrusted and unsigned processes that run from USB"
Affected items: F:\ETC_EosFamily_v3.1.3.8.exe"

Description/Explanation of Issue

On some IT-managed computers, there may be a Windows Defender rule that blocks installation of some software directly from a USB drive, or block installation of software from a file copied from a USB drive to the computer.

ETC has properly signed the Eos application installer, but it is being flagged by Windows Defender as though that signature cannot be verified.  

Note that this does not affect installation of Eos Family Software on consoles.

Fix/Solution

Eos Family software v3.x can be installed if directly downloaded to the computer from the Eos software page: Get the latest Eos Family Software

For computers not directly on the internet, the installer can be shared via a local Network share.
