Fans on a Hog 4 are loud after upgrading to v3.9.0

Symptoms/Issue

The fans are louder in v3.9.0 or run more often in v3.9.0.

Description/Explanation of Issue

The GPU fans on the Hog 4 console are more noticeable in v3.9.0 because they are activated at a lower temperature threshold which means that they are on for shorter periods of time but turn on/off more frequently.

The GPU fans' threshold has been adjusted in v3.10.0. It should run less frequently.
