Echoflex ELED Controller Blinking Both LEDs and Not Outputting

Symptoms/Issue

Both the red power LED and green learn LED on my Echoflex ELED1 LED Fixture Controller are blinking and the load is not outputting.

Description/Explanation of Issue

It is normal for ONE of these LEDs to blink if you have linked devices or are in learn mode (see Power LED Blink Patterns for Echoflex Controllers). Both blinking, however, is not normal and can be indicative of a rebooting internal power supply. The blink pattern can look like:

red on solid, green blink, repeat
red on solid, green blink, red blink, green blink, repeat
red on solid, green blink, red blink, green blink, red blink, green blink, red blink, green blink, repeat

In this state, the load also may or may not be able to output.

At this time, we have only seen this happen during initial installation of a device.
