Can the Paradigm Touchscreen Remote app on a building management network connect to a P-TS7 touchscreen through the second NIC of a Paradigm Central Control Server (P-CCS)?

No it cannot. The P-CCS has no way to route traffic from the second NIC to the primary NIC to talk to a P-TS7 touchscreen.
