Sensor3 LEDs flickering rapidly. Power appears to be flickering

Symptoms/Issue

The LEDs on the CEM3 are flickering rapidly and the CEM3 is not booting. LCD backlight may also be flickering. CEM3 does not boot

Description/Explanation of Issue

The large capacitor with the yellow hat (C31) may have been knocked hard enough during installation to damage one of its two solder barrels. As a result, power is not stable going into the switching circuitry and causing the CEM3 to rapidly and partially power on to cause the LEDs to flicker rapidly
